Eng. Ruwan Wijemanne serves as the Operations Manager and Senior Energy Expert at NCPC-SL, bringing over 15 years of extensive experience in energy management, industrial sustainability, and climate action advisory.He holds a B.Sc. (Hons) in Engineering from the University of Moratuwa, a Master’s in Energy Management from the Open University of Sri Lanka, and an MSc in Entrepreneurship and Innovation from Asia e University.

Eng. Wijemanne is a Certified Energy Auditor accredited by the Sri Lanka Sustainable Energy Authority and serves as a National Expert under the UNFCCC Roster of Experts for national GHG inventory verification. He is also a Technical Expert Reviewer for Biennial Transparency Reports (BTRs) and a qualified ISO 14064 GHG Verifier. His professional credentials further include ISO 50001 Energy Management Systems (EnMS) consultancy, Eco-Label auditing, Level II Infrared Thermography certification, Associate Professional of the Green Building Council Sri Lanka (AP-GBCSL), and Corporate Member and Director of the Sri Lanka Energy Managers Association (SLEMA).

Throughout his career, he has conducted energy assessments for over 500 industrial and commercial facilities across Sri Lanka, Cambodia, Vietnam, and Bangladesh, covering sectors such as textiles, metal, food processing, recreation, SMEs, and commercial buildings. He has contributed to key national climate initiatives, including the Third National Communication, the First Biennial Transparency Report (BTR), and the Carbon Net Zero 2050 Roadmap. Additionally, he has provided consultancy services for non-conventional renewable energy (NCRE) projects preparing feasibility studies and Initial Environmental Examinations (IEEs) for solar, wind, hydro, and biomass developments.
