Mr. Chamal Manage
Senior RECP Expert
Environmental Management Division
Mr. Chamal Manage serves as a Senior RECP Expert at the National Cleaner Production Centre in Sri Lanka. His academic journey includes earning a Bachelor of Science degree from the University of Ruhuna, a Master of Science in Environmental Management from the University of Jayawardanapura, and a Postgraduate Diploma in Environmental Science from the Open University of Sri Lanka. He holds the eminent title of Chartered Environmental Professional (CEnvP) under the Institute of Environmental Professionals, Sri Lanka (IEPSL), and has nearly a decade of experience at the Central Environmental Authority.
Moreover, Mr. Manage possesses a remarkable 13-year track record in contributing his expertise to various infrastructure development projects funded by international organizations such as the World Bank (WB), Japanese International Corporation Agency (JICA), Asian Development Bank (ADB), and CHINA EXIM bank. These engagements have primarily focused on ensuring compliance with environmental safeguards. In addition to his extensive professional background, he also serves as a lead auditor for ISO 14001 Environmental Management Systems (EMS).
Moreover, Mr. Manage possesses a remarkable 13-year track record in contributing his expertise to various infrastructure development projects funded by international organizations such as the World Bank (WB), Japanese International Corporation Agency (JICA), Asian Development Bank (ADB), and CHINA EXIM bank. These engagements have primarily focused on ensuring compliance with environmental safeguards. Eng. M.M. Munsif
Senior Energy Expert
Energy Management Division
Munsif is an Engineering graduate from Curtin University and is currently reading for a Masters in Renewable Energy Engineering at Kingston University. He joined NCPC in 2016 as a member of the Energy Management team. During his nine (9+) years tenure, he has actively engaged in over 250+ ASHRAE Level I and II energy audits, RECP Assessments, Energy Management System implementation, and GHG verification assessments across diverse industry sectors including textile & apparel, FMCG, construction materials, rubber, and commercial buildings in Sri Lanka, Bangladesh and Vietnam.
He was a key member in project METABUILD (2016-20): an EU Switch Asia funded project in South Asia. He is a Technical Consultant for EU-SWITCH ASIA project “PROMISE” (2021-24) which aims to prevent leakage of wastes into the Lakshadweep Sea from tourism industry in line with Sustainable Consumption and Production (SCP) approach.

Ms. Sanduni Thudugala serves as a Senior RECP Expert and Head of the Water Management & Life Cycle Assessment Division at the National Cleaner Production Centre (NCPC) Sri Lanka. She holds a First-Class Bachelor of Science degree in Environmental Conservation and Management from the University of Kelaniya and a Master of Science in Sustainable Management from the University of Bedfordshire, UK.
With over 15 years of professional experience, she has worked extensively in environmental management, climate change, and resource efficiency. She has contributed to national climate reporting processes under the UNFCCC and has worked closely with international development partners including the European Union (EU), Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), United Nations Development Programme (UNDP), and other multilateral agencies. Her expertise includes Life Cycle Assessment (ISO 14040/44), carbon and water footprint assessments, sustainability strategy development, environmental management systems, and greenhouse gas quantification. She has also received advanced training in Environmental Impact Assessment (EIA) and EMS Lead Auditor certification.

Ms. Hiruni Kumaratunga

Ms. Hiruni Kumaratunga holds a Bachelor of Science degree in Fisheries Biology from the University of Ruhuna and a Master of Science in Aquaculture from the University of Nordland, Norway.
With over a decade of professional experience in conformity assessment and accreditation, Ms. Kumaratunga previously served as Assistant Director at the Sri Lanka Accreditation Board (SLAB). In this role, she managed a broad portfolio of conformity assessment standards and functioned as a Team Leader and Assessor for ISO 17025, ISO 15189, ISO 17020, ISO 17021, ISO 17029, and ISO 17065.
Her contributions to the certification sector include the development and expansion of multiple certification schemes, notably playing a key role in establishing and securing recognition for the Information Security Management Systems (ISMS) scheme. Ms. Chathurangi Gunasekara is an experienced professional in environmental and resource management. She holds a B.Sc. Special Degree with Second Class Upper Division Honours in Natural Resources Management from the University of Sabaragamuwa and a master’s degree in environmental management from the University of Colombo.
With more than eleven years of professional experience, she has served as a Scientific Officer for ten years and as a Senior Scientific Officer for two years. Ms. Gunasekara possesses strong expertise in chemical handling and is a certified Lead Auditor for ISO 45001 Occupational Health and Safety (OH&S).
She has also been actively involved in radiation-related activities, further enhancing her technical competence and contribution to safety and compliance within the field.

Ms. Madhubhashani Weerasinghe

Ms. Madhubhashanee Weerasinghe is an environmental sustainability professional with over eight years of professional experience in environmental management, resource efficiency, and climate-responsive development. She leads the Project Development Division at the National Cleaner Production Centre Sri Lanka, where she plays a key role in identifying strategic funding opportunities and developing competitive, high-quality project proposals for international donor agencies, including EU Switch Asia, the United Nations Industrial Development Organization, United Nations Environment Programme, and Deutsche Gesellschaft für Internationale Zusammenarbeit, etc.
Her work focuses on Resource Efficiency and Cleaner Production (RECP), circular economy approaches, waste management, forest carbon accounting, and the climate-responsive development of Technical and Vocational Education and Training (TVET) institutions.

Ms. Shammi Hettiarachchi

Ms. Shammi is a dedicated environmental and food safety professional with a strong academic and technical background. She holds a B.Sc. (Hons) Degree in Food Science and Technology from Sabaragamuwa University of Sri Lanka and a Master’s degree in Crop Protection and Plant Biotechnology from the University of Kelaniya. She is currently pursuing an M.Sc. in Environmental Science at the Open University of Sri Lanka.
She serves as a Resource Efficient and Cleaner Production (RECP) Expert in the Ecolabel Division at the National Cleaner Production Centre (NCPC) Sri Lanka. In this role, she functions as an Environmental Auditor, supporting industries in improving environmental performance, resource efficiency, and compliance with sustainability standards.

With involvement in over 200 industrial sustainability interventions, Mr. Asela has guided manufacturing and commercial sectors in embedding environmental intelligence into operational and strategic decision-making. With experience in over 50 GHG verification audits conducted in accordance with ISO 14064-3, she has worked across the food and beverage, textiles, rubber, packaging, and manufacturing sectors. Her expertise includes eco-labelling verification, environmental claims validation under ISO/IEC 17029, and scheme development aligned with ISO 14065.
Mihirisi has contributed to national climate initiatives, including coordinating Corporate GHG Emissions Accounting programs and serving as Mitigation Sector Coordinator for Sri Lanka’s Biennial Transparency Reports. She is also actively engaged in capacity building, delivering training on carbon footprint quantification based on ISO 14064 and ISO 14067.

Additionally, Ms. Upeka holds a diploma in Food Quality Management from the esteemed Sri Lanka Standard Institution, further enhancing her knowledge in the field.

Eng. Akil S. Haniffa is an accomplished Energy Engineer at the National Cleaner Production Centre (NCPC), Sri Lanka, with a strong track record in sustainable energy and resource efficiency.
He holds a Bachelor of Engineering (BEng) (Hons) and a Master of Engineering (MEng) (Hons) in Mechanical Engineering from the University of Wolverhampton, UK. He is an Associate Member of the Institution of Mechanical Engineers (AMIMechE), UK, Student Member of the Association for Project Management, UK, a Certified Energy Management System (EnMS) Lead Auditor in ISO 50001:2018, and a Corporate Member of the Sri Lanka Energy Managers Association (SLEMA) credentials that reflect his professional standing and commitment to engineering excellence.
Over the past four (4) years with NCPC’s Energy Management Division, Eng. Haniffa has led and contributed to 300+ ASHRAE Level I & II energy audits, Resource Efficient and Cleaner Production (RECP) assessments, Energy Management System implementations, GHG verification assessments, and the development of Science Based Targets initiative (SBTi) decarbonization roadmaps. His work spans multiple sectors, including textiles & apparel, FMCG, construction materials, rubber, and commercial buildings, across Bangladesh, Egypt, India, Sri Lanka and Vietnam.

He possesses over three years of professional experience and has made significant contributions to more than 70 energy audits conducted across industrial and commercial facilities in Sri Lanka, Bangladesh, and Vietnam. His technical expertise encompasses ASHRAE Level I and Level II energy audits, Resource Efficient and Cleaner Production assessments, and the implementation of Energy Management Systems across key sectors including textile and apparel, fast-moving consumer goods, construction materials, rubber manufacturing, and commercial buildings.
Mr. Gayantha has been actively involved in several internationally funded sustainability and climate action initiatives. He is a certified ISO 50001:2018 Energy Management Systems Lead Auditor and an Eco-Label Lead Auditor, with demonstrated expertise in industrial energy efficiency, climate change mitigation, and sustainable industrial development.

Mr. Kasun is a graduate of the University of Sri Jayewardenepura, Sri Lanka, holding a Bachelor of Engineering Technology (Hons) degree specialized in Energy and Environmental Technology. He currently serves as a Resource Efficient Cleaner Production (RECP) Technologist in the Water and Life Cycle Assessment (LCA) Division at the National Cleaner Production Centre, Sri Lanka. He has been actively involved in conducting water audits, water flow measurements, waste audits, and cleaner production assessments across industrial, commercial, and service sectors. He has also contributed to the implementation of several locally and internationally funded projects carried out by the Centre.

Ms. Dilumika is a graduate of the Wayamba University of Sri Lanka, where she obtained a First-Class B.Sc. Honours Degree in Agriculture, specializing in Plantation Management and Plantation Product Development Technology.
Since 2023, she has been serving as a Resource Efficient and Cleaner Production (RECP) Technologist in the Water Management and Life Cycle Assessment (LCA) Division at the National Cleaner Production Centre (NCPC), Sri Lanka. Her work primarily involves conducting Life Cycle Assessments using SimaPro software. In addition, she has been actively engaged in Water Footprint Assessments, Water Audits, and Cleaner Production Assessments across various industrial sectors.
She also has experience in delivering training programs on Life Cycle Assessment, with a particular focus on SimaPro-based life cycle modeling.

She also conducts internal audits to ensure compliance, strengthen system effectiveness, and support certification readiness.
In addition, she provides consultancy for ESG framework development and sustainable roadmap development, supporting organizations in integrating environmental, social, and governance principles into their core strategies and driving long-term sustainable growth.

Ms. Madhara holds a BSc (Hons) Degree in Environmental Conservation and Management from the University of Kelaniya. Currently, she is following the MSc in Energy for Circular Economy jointly offered by the Open University of Sri Lanka, University of Moratuwa, University of Peradeniya, and University of Ruhuna.
She has been employed in the certification division of National Cleaner Production Centre, Sri Lanka since 2023. In this role, she serves as a verifier/lead verifier under the Greenhouse Gas Verification Scheme, focusing on ISO 14064-1, 2, and 3, and is involved in the verification of environmental claims in accordance with ISO 14021:2016 (Type II) and ISO 14025:2006 (Type III). She provides technical support for comprehensive greenhouse gas emissions profiling of organizations to support Science Based Targets initiative (SBTi) target setting. She manages the Personnel Certification Scheme in accordance with ISO/IEC 17024:2012 for the certification of persons in sustainability-related disciplines.
She has undertaken a range of professional training programs that have substantially enhanced her capacity to perform her job responsibilities. These includes training under ISO/IEC 17020:2012, training program on Quantification of Carbon Footprint based on ISO 14064-1:2018, ISO 14064-2:2019 & ISO 14067:2018 standards, Greenhouse Gas (GHG) Accounting Lead Verifier / Lead Validator training course, Eco-auditor training program covering ISO 14024 : 2018 and ISO 19011 : 2018 and training program on Sustainable Buildings, Energy Systems and Circular Economy Practices.
She has been employed in the certification division of National Cleaner Production Centre, Sri Lanka since 2023. He holds a First-Class Honours Degree in Mechatronics Engineering from the University of Wolverhampton. His professional work includes contributing to energy efficiency activities, technical assessments, and industrial performance improvement initiatives.
Mr. Jayawardena has also supported functions related to the ISO 50001 Energy Management System, including energy data analysis, system documentation, and continuous improvement processes. He is committed to delivering reliable, precise, and sustainable engineering solutions across industrial applications.

Ms. Tharushi Nethmika

T.A. Tharushi Nethmika Thewathperuma serves as a RECP Technologist attached to the Ecolabelling Division at the National Cleaner Production Centre Sri Lanka. She works as a Project Officer within the division, actively contributing to the development of ecolabelling criteria. She has successfully completed the Eco Auditor Training Programme and the Consultant Development Programme in Resource Efficiency and Cleaner Production (RECP) conducted by NCPC, Sri Lanka.
She holds a BSc (Hons) in Town and Country Planning from the University of Moratuwa and is a Corporate Member of the Institute of Town Planners Sri Lanka. Her academic background in spatial planning and sustainable development strengthens her professional engagement in promoting RECP practices and ecolabelling initiatives.
Ms. Tharushi has donor-funded project experience in enhancing sustainability within TVET institutions in Sri Lanka, conducting waste audits, and supporting the development of a national waste audit framework. She also has hands-on experience in conducting RECP assessments for industries.

Eng. Piyushani Wanigasinghe is a materials engineering professional specializing in sustainable industrial development and resource-efficient technologies. She currently serves as a Resource Efficient and Cleaner Production (RECP) Engineer within the Project Development Division of the National Cleaner Production Centre Sri Lanka contributing to the identifying strategic funding opportunities and the preparation of technically sound, competitive project proposals for international development partners, including EU SWITCH-Asia, the United Nations Industrial Development Organization (UNIDO), the United Nations Environment Programme (UNEP), Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and etc.
